Use of DeepSeek at UBC

DeepSeek is an artificial intelligence (AI) company known for its advanced generative AI models.  

While popular, DeepSeek’s applications raise privacy and security concerns, particularly regarding extensive data collection and sharing, including personal information and the right to log keystrokes, along with weak encryption and security practices. The app transmits much of this personal data, some without encryption. 

Due to these concerns, government agencies and universities have begun taking precautionary measures regarding DeepSeek’s use.

UBC’s Response to DeepSeek AI

Following the January 2025 release of the DeepSeek generative AI applications, UBC conducted a review of public information and third-party assessments regarding DeepSeek, including the standards and findings of leading cybersecurity researchers, security company reviews, as well as federal and provincial government guidelines and security threat risk assessments. 

As a result, the following applies at UBC:

  1. The DeepSeek applications, including mobile, desktop and web or browser access (the “DeepSeek Applications”) present a high degree of privacy and security risk. The DeepSeek model (i.e., the underlying, open-source architecture) downloaded from reputable sources is not currently known to be high risk.
     
  2. UBC restricts the installation or use of the DeepSeek Applications on any UBC-owned or personal devices that are used for university business or that access a UBC system through user login. For any other personal devices, UBC strongly recommends against using or installing the DeepSeek Applications.
     
  3. UBC will employ preventative measures to block the DeepSeek Applications for users on the UBC network (i.e., on campus or using the UBC VPN). 

This restriction is issued under Policy SC14 and is essential to maintaining a secure computing environment at UBC. Non-compliance may be addressed through appropriate remedies in accordance with UBC policies.

For those requiring AI tools for research, learning, or professional use there are alternative platforms, including the DeepSeek Model that can be downloaded from reputable sources, that offer similar functionality while adhering to higher security and privacy standards.

Under the Information Systems Policy (SC14), the CIO has published Information Security Standards that govern the use and protection of University data and computing resources. All Users of UBC Electronic Information and Systems must comply with these Standards. Users who breach these Standards may be subject to the full range of disciplinary actions. In addition to any other sanctions that the University may impose in the event of a violation, the University may restrict or withdraw access to UBC Electronic Information and Systems, including computing privileges and network access.
